Wisconsin parade news – latest: Two Illinois cities boost security ahead of 134th Christmas procession

At least two cities in Illinois have amended Christmas parades and enhanced security plans following the tragedy in Waukesha, Wisconsin, last weekend, with authorities informing the public to “expect to see more police barriers and city vehicles”.

The parades, which include the Santa Claus procession in Peoria on Friday, are popular events and allegedly the longest running Christmas parade in the US, having occurred 133 times before.

In Galesburg, Illinois, a second Christmas parade will similarly take place next weekend with enhanced security, and assurances from authorities of public safety.

It follows a fundraiser for 39-year-old Darrell Brooks being removed by GoFundMe after the page violated its terms by asking for donations totalling $5m (£3.7m) to free the accused from bail.

Mr Brooks, who police believe wanted to strike “as many people as possible” when he raced his car through a Christmas parade in Waukesha, Wisconsin, on Sunday, was described in the fundraiser as a “friend”.

A criminal complaint filed on Tuesday has meanwhile accused Mr Brooks of having “no emotion” when he drove down the parade route, killing six people and wounding at least 47 others.

He was said to have fled from police responding to a call about a domestic dispute between him and another person hours earlier, and prosecutors plan to charge him with six counts of first-degree intentional homicide.

He is being held on $5m bail.

More than $1.5m has been raised to support victims of the attack and their families. The six people killed are: Tamara Durand, Jane Kulich, Wilhelm Hospel, Leanna Owen, Virginia “Ginny” Sorenson, and Jackson Sparks.

The Milwaukee District Attorney’s Office has officially named Darrell Brooks as the parade crash suspect and confirmed his prior criminal record.

The office issued a press release midday Monday announcing it will consider Mr Brooks rap sheet in determining how high his bail should be.

The release cited two prior infractions, the first being a July 2020 arrest for reckless endangerment and felon in possession of a firearm. His $7,500 bail in that case was lowered to $500 in February after the court was unable to meet his demand for a speedy trial.

Mr Brooks posted that bail and was arrested again earlier this month on charges of reckless endangerment, felony bail jumping, battery, obstructing an officer and disorderly conduct. His bail in the second case was set at $1,000, and he was released last Friday.

The DA’s office said it is conducting a review to determine an appropriate bail amount for the pending charges for the parade crash, given the charges previously levied against him.

Driver’s former attorney won’t represent him in parade case

A lawyer who has represented Darrell Brooks in multiple past cases has said he will not do so in the parade case.

Attorney Joe Domask told Fox News on Monday: “I do not represent Mr Brooks in any matters in Waukesha County or regarding the incident that occurred yesterday in Waukesha County. Nor will I be doing so in the future.”

He added: “Here at Domask Law, our hearts are broken for all families affected by the tragedy at the Waukesha Parade. The Waukesha community is dear to our hearts here and we joined in their sorrow. And we keep all those affected by this incident in our thoughts and prayers.”

Biden speaks out on parade tragedy

President Joe Biden addressed the parade tragedy in remarks from the White House on Monday afternoon.

“While we don’t have all the facts and details yet, we know this morning that five families in Waukesha are facing fresh grief of a life without a loved one,” he said.

“At least 40 Americans are suffering from injuries, some of them in critical condition, and an entire community is struggling, struggling to cope with the horrific act of violence.”

He continued: “Last night the people of Waukesha were gathered to celebrate the start of a season of hope and togetherness and Thanksgiving. This morning Jill and I and the entire Biden family, and I’m sure all of us pray that that same spirit is going to embrace and lift up all the victims of this tragedy, bringing comfort to those recovering from their injuries and wrapping the families of those who died in support of their community.

“We’re all grateful to the extraordinary work of first responders from law enforcement to the emergency room doctors, who are working around the clock to deal with the terrible consequence of what happened last night. My administration is monitoring the situation very closely.”

Fire chief calls attack aftermath ‘a war zone'

The Waukesha fire chief likened the aftermath of Sunday’s Christmas parade attack to a “war zone”.

Her husband of 56 years David Sorenson told the Journal-Sentinel his wife, who had a bad back and dodgy hip, had initially been due to ride the route in a van. But as the grannies were short of numbers for the parade, Ms Sorenson had offered to hold a banner and march with them.

“Our group was doing what they loved, performing in front of crowds in a parade putting smiles on faces of all ages, filling them with joy and happiness. While performing the grannies enjoyed hearing the crowds cheers and applause which certainly brought smiles to their faces and warmed their hearts,” it added.

“Those who died were extremely passionate Grannies. Their eyes gleamed.....joy of being a Grannie. They were the glue....held us together. Our hearts are heavy at this most difficult time, as more information and updates become available it will be posted.”

“Please keep them their families, friends, the Milwaukee Dancing Grannies and everyone who lives have forever changed in your thoughts and prayers.”

The Dancing Grannies describes itself on Facebook as a “group of grannies that meet once a week to practice routines for summer and winter parades.” They have been performing in parades since 1984.

The suspect who plowed his SUV into a Christmas parade in Waukesha was leaving the scene of a domestic dispute that had taken place just minutes earlier, the city police chief said on Monday.

The man identified as 39-year-old Darrell Brooks had a long history of criminal activities and has been charged with crimes 16 times since 1999.

However, police chief Dan Thompson earlier said there was no evidence the bloodshed on Sunday was a terrorist attack or that the suspect knew anyone in the parade.

He added that the suspect acted alone.

Brooks left the site of the domestic disturbance before officers arrived, and was not being chased by police at the time of the crash, according to the chief quoted by Associated Press, who gave no further details on the dispute.

Police said they were drawing up five charges of intentional homicide against Brooks.

The vigil was happening at a park about a half-mile away from The Destination, with mourners gathering nearer to the tragic scene where an SUV driver on Sunday killed five people and injured dozens more, including a group of “dancing grannies” and a high school band.

Mr Rider explained to NBC News he was watching football when he received a knock on his door and said that he was not aware of what had happened.

Mr Rider said he invited Brooks inside and let him use his phone. He also said that made the suspect a sandwich.

“All of a sudden, I look outside my street and I see a few cop cars drive by and I’m getting extra nervous,” said Mr Rider, who then asked Brooks to leave.

At the end of the video, Brooks can be seen being apprehended by police.

Reports said Mr Brooks Jr had been charged three times in less than two years with recklessly endangering the safety of others, most recently on November 5.

That was part of a domestic abuse incident for which he was also charged with resisting or obstructing an officer, and had been released on bail of just $1,000.

On Monday, officials from the Milwaukee County District Attorney’s office said they were investigating the bail recommendations from previous crimes said to involve Mr Brooks.

DA’s past comments on reforms draw scrutiny

A Wisconsin district attorney acknowledged that his justice reforms could lead to freed criminals killing others more than a decade before a man his office released on bail mowed down dozens of people at a Christmas parade in Waukesha.

John Chisholm began enacting reforms – including the lowering of cash bonds and diverting non-violent offenders to treatment programs – when he was elected as Milwaukee County District Attorney in 2007.

Explaining his efforts to the Milwaukee Journal Sentinel that same year, Mr Chisholm acknowledged the possibility of adverse consequences.

“Is there going to be an individual I divert, or I put into a treatment program, who’s going to go out and kill somebody? You bet. Guaranteed. It’s guaranteed to happen,” he said.

“It does not invalidate the overall approach.”

Mr Chisholm’s comments were drawn back into the spotlight this week after Darrell Brooks, a felon with a rap sheet dating back to 1999, was accused of killing five people and wounding 48 others by driving his car into Waukesha’s Christmas parade.

An affidavit by the police against Darrell Brooks reveals more details into what investigators believe happened at the Waukesha Christmas parade which left six people, including a six-year-old, dead.

The document says a total of 62 people were left injured when Brooks drove his red SUV into the crowd gathered for the Christmas parade.

Brooks was initially driving at an approximate speed of 25 miles per hour, sticking to the north side of the road, according to the affidavit, before he began increasing the speed.

The car began “getting closer to parade spectators, and almost struck a small juvenile who was standing in one of the parking stalls on the north side of the road as its speed was increasing.”

“The vehicle then appeared to rapidly accelerate,” the document says, and “took an abrupt left turn into the crowd of parade participants.”

An eyewitness quoted in the complaint said that the SUV “continued to drive in a zig-zag motion,” adding that the car was trying to avoid other cars but not people.

Brooks did not make any attempt to stop or slow down his car even while hitting the people, as another witness added that it was “a direct intent to hit as many parade participants.

“This was an intentional act to strike and hurt as many people as possible,” mentions the affidavit.

Waukesha Xtreme Dance Team has asked the media to respect their privacy by giving them time and space to process these tragic events.

In a Facebook post, Sandy Feller wrote on behalf of the group, “ We at Waukesha Xtreme Dance offer our gratitude for the tremendous support. Sunday was a traumatic nightmare for the children, their families, and our entire community.”

“Our dancers have a multitude of serious physical injuries. Of those, five dancers are currently in the ICU.”

Feller said the group is only beginning to understand the mental trauma.

“We need time to heal and understand. We ask that the media and those reaching out to please respect our privacy by giving us time and space to process these tragic events.”

Thanking everyone for their love and support, Feller asked people to keep praying for all the families impacted.

Feller also set up a GoFundme page for anyone wanting to help the victims.

The City of Waukesha Chamber of Commerce (CWCC) is urging its residents to turn back to the parade theme of ‘Comfort and Joy.’

“Though it’s easy to turn towards anger, we encourage everyone to turn back to the parade theme of Comfort and Joy, and find it however possible,” a statement read on its website.

Expressing their condolences to victims as well as their friends and families, CWCC said, “We are so thankful for all the first responders who came to aid those in need and those in the community who assisted with first aid.”

“We also want to acknowledge and thank the downtown businesses that offered material support and shelter while the police cleared the scene for safety.”

Wisconsin lawmakers push for bail reform after Waukesha attack

The deadly Christmas parade in Waukesha, Wisconsin, has sparked a fresh push for bail reform after it was revealed suspect Darrell Brooks was released on $1,000 bail just days before the attack.

Court records revealed Mr Brooks has a lengthy rap sheet dating back to 1999 and was charged with recklessly endangering the safety of others three times in less than two years. The most recent charges came on 5 November, when he allegedly tried to run over the mother of his child with his car.

The Milwaukee County District Attorney’s Office recommended a bail of $1,000, which he posted just two days before the parade.

Several Wisconsin lawmakers expressed outrage at the DA’s decision, saying a higher bail could have prevented the loss of life on Sunday.

State Rep Cindi Duchow, a Republican from the town of Delafield, on Tuesday reintroduced a constitutional amendment that would allow judges to consider the danger a defendant poses to the community when setting bail.

Six people have died in the wake of Sunday’s tragic parade crash. They are:

Tamara Durand - 52

Ms Durand was a member of the Milwaukee Dancing Grannies who worked as a hospice and critical care chaplain.

She is survived by her husband, nine children and four grandchildren.

Jane Kulich - 52

Ms Kulich was a mother, grandmother and server at Dave’s Family Restaurant in Waukesha.

She was marching on behalf of Citizens Bank when she was killed.

Wilhelm Hospel - 81

Mr Hospel was at the parade as a volunteer for the Dancing Grannies, as his wife is on the team.

He is survived by his wife, son and three brothers.

Leanna Owen - 71

Ms Owen was a manager at the Packard Glen Apartments as well as a member of the Dancing Grannies.

“This was one of her passions that she truly loved,” the property’s owner told CNN. “She was so proud to be part of this group and lit up when she talked about it.”

Virginia “Ginny” Sorenson - 79

Ms Sorenson was the leader of the Dancing Grannies and a retired nurse. She is survived by her husband.

“Everyone who knew Ginny knows she had a special soul, one that radiated with love,” family members wrote on a GoFundMe page.

Jackson Sparks - 8

Jackson died on Tuesday afternoon after he and his 12-year-old brother Tucker were critically injured in the crash.

NFL star JJ Watt to cover funeral costs: report

NFL star and Waukesha native JJ Watt has reportedly offered to cover the cost of funerals for victims of the Christmas parade crash.

The act of kindness was reported by journalist Cory Jennerjohn on Tuesday but has yet to be publicly confirmed by Mr Watt or his foundation.

Mr Watt, a defensive end for the Arizona Cardinals, reacted to the tragedy in a tweet on Sunday:

New details about crash emerge in criminal complaint

New details about the horror crash at Waukesha’s Christmas parade emerged in a criminal complaint filed against Darrell Brooks on Tuesday.

The complaint describes how Mr Brooks fled in his vehicle when officers arrived on a call about a domestic dispute near the parade route.

He then proceeded to ignore officers’ orders to stop and made his way toward the parade.

Once on the route, witnesses said Mr Brooks appeared to be swerving to avoid cars, not people, while traveling at a high speed.

Brooks showed “no emotion” behind the wheel

A police officer quoted in the criminal complaint against Mr Brooks described him as showing “no emotion” when he drove his car onto the parade route.

Officer Butryn, who was directing traffic along the route, said he heard the tires on Mr Brooks’ SUV screech as it abruptly accelerated into the crowd of parade-goers.

“At this point, it was clear to Officer Butryn that this was an intentional act to strike and hurt as many people as possible,” the complaint states.

United for Waukesha Community Fund receives 6,300 donations from 12 countries in three days

Over the past three days, the United for Waukesha Community Fund has received 6,300 donations from 12 different countries.

Organiser of the fundraiser, led by United Way of Greater Milwaukee & Waukesha County and the Waukesha County Community Foundation, announced the impressive numbers on Wednesday but did not say the total amount of money raised to date.

The first round of funding will go to the families of people killed, with a committee set to determine how the rest of the money is allocated.

Waukesha County Community Foundation President Shelli Marquardt said: “Waukesha is a big, little city and we are about one degree of separation away from anyone who was at the parade or who knows someone that was impacted by this.”

Parade victim’s organs may be donated to survivors

Mother-of-three Jane Kulich was among the six people killed in Sunday’s parade attack.

Now, her organs could be donated to those injured in the same incident, her sister-in-law Shawn Kulich told People.

“God works in mysterious ways,” Shawn Kulich said. “My brother and his children were so thrilled to learn this news. Some tears from this tragedy have been turned into tears of joy now!!!! I know Jane is smiling for this!”

More than 45 people were injured in the attack, including at least 17 children.

ICYMI: DA’s past comments on reforms draw scrutiny

A Wisconsin district attorney acknowledged that his justice reforms could lead to freed criminals killing others more than a decade before a man his office released on bail mowed down dozens of people at a Christmas parade in Waukesha.

John Chisholm began enacting reforms – including the lowering of cash bonds and diverting non-violent offenders to treatment programs – when he was elected as Milwaukee County District Attorney in 2007.

Explaining his efforts to the Milwaukee Journal Sentinel that same year, Mr Chisholm acknowledged the possibility of adverse consequences.

“Is there going to be an individual I divert, or I put into a treatment program, who’s going to go out and kill somebody? You bet. Guaranteed. It’s guaranteed to happen,” he said.

“It does not invalidate the overall approach.”

Mr Chisholm’s comments were drawn back into the spotlight this week after Darrell Brooks, a felon with a rap sheet dating back to 1999, was accused of killing five people and wounding 48 others by driving his car into Waukesha’s Christmas parade.

Jane Kulkich, a mother-of-three, was one of the six people killed when Darrell Brooks mowed down the crowd at the Wisconsin Christmas parade on Sunday.

“I was happy to hear that I could at least give my children the thought that maybe a lot of suffering was avoided,” John Kulich told CBS Mornings.

ICYMI: Darrell Edward Brooks Jr, 39, was identified by police as the man who drove his car down the Waukesha Christmas parade route on Sunday, killing six people and wounding dozens more.

Mr Brooks had only been out on bail for two days after being arrested on 5 November on charges of domestic abuse, resisting an officer, second-degree recklessly endangering safety, disorderly conduct and felony bail jumping.

The mother of the man charged with mowing down and killing people at the Wisconsin Christmas parade regrets bailing him out earlier this month, his ex-girlfriend told The New York Post.

Dawn Woods wishes she had not posted the $1,000 bond after Darrell Brooks was accused of punching the mother of his child and striking her with his car on 2 November.

“She’s wrecked that people were killed as a result and she’s like, ‘I’m blaming myself, because had I not bailed him out, this wouldn’t have happened,’” the ex, who asked to remain anonymous out of fear for her safety, told the newspaper.

Six people died when Mr Brooks allegedly plowed into the parade on Sunday, and he faces life in prison if convicted.

ICYMI: Doorbell camera footage shows Mr Brooks outside a home moments after he made his deadly drive through the Christmas parade.

Homeowner Daniel Rider said Mr Brooks arrived on his front porch and said he was waiting for a ride.

“I called an Uber and I’m supposed to be waiting for it over here, but I don’t know when it’s coming,” Mr Brooks allegedly said. “Can you call it for me please? I’m homeless.”

Mr Rider said he invited the man inside, offered him a sandwich and his phone so that he could call his mother.

Minutes later, police arrived to arrest Mr Brooks.

ICYMI: In the wake of Mr Brooks arrest over Sunday’s Christmas parade attack, a slew of information emerged about his lengthy criminal past.

A registered sex offender, Mr Brooks has a serious of previous charges for domestic violence, including for allegedly trying to run the mother of his child over with his car on 5 November.

The Independent’s Kathleen N. Walsh writes: “To me, that is not surprising. What is surprising — or at least galling — is that we still do not take violence against women seriously when the correlation between domestic abuse and other violent crime seems so clear. That means that ultimately, everybody else is less safe.

City officials add extra precautions to Thanksgiving parades

ICYMI: Authorities in cities across the US are taking extra measures to ensure the safety of crowds at the city’s Thanksgiving Day parade in light of the events in Waukesha.

Detroit, Michigan; Waco, Texas; and Knoxville, Tennessee, are among the cities reviewing their safety plans, the Milwaukee Journal Sentinel.

Dawn Woods, the mother of Darrell Brooks, is regretting bailing him out of jail just a few days prior to the incident. Mr Brooks’ mother had posted a $1,000 bond for her son after he was accused of domestic violence and intentionally striking his former girlfriend with his car on 2 November.

“She’s wrecked that people were killed as a result and she’s like, ‘I’m blaming myself, because had I not bailed him out, this wouldn’t have happened’,” the former girlfriend, who shares a child with Mr Brooks, told The Post.

The woman said she had very little contact with the accused in the last 20 years. “He disappeared when my son was almost 3 months old. I’ve done all of this on my own, raised my child by myself,” she said.

She added their son has not interacted with his father since he was a baby.

“When I saw his picture online, I was like, ‘What the f***? I was embarrassed enough to have him as the father of my child beforehand, because he wasn’t taking care of him. What do you think I am now? Mortified,” the woman added.

Three injured children go home from hospital as 10 remain under care of doctors

ICYMI: Three children injured in the Wisconsin Christmas parade attack will be at home for Thanksgiving after being released from hospital.

That leaves 10 children still in hospital care, with five in critical condition, two in fair condition and three in good condition, according to to Children’s Wisconsin hospital.

“We are thankful to share that three more kids injured on Sunday at the Waukesha parade will be home for Thanksgiving, where they will continue their recovery,” hospital officials said on twitter.

Rockford beefs up security, shuts down roads for parade

In the wake of the deadly incident, officials in Rockford are beefing up their security for the Stroll on State parade, which will be held this Saturday.

There will be more barricades placed at the perimeter of the event to keep any unauthorized vehicles from getting onto the parade route and festival grounds.

Authorities in Rockford will shut down Chestnut Street west of the Rock River and Walnut Street east of the river for vehicular traffic from 10.30 am until 9 pm on Saturday. An emergency lane will be created by security barricades between Church and North Second streets.

Brooks had previously run over a woman at start of November

Darrell Brooks, the man accused of driving his SUV into a Wisconsin Christmas parade was a registered sex offender in Nevada.

As well as this, he had an active arrest warrant in that state, according to court records.

Court documents revealed that he allegedly ran over a woman who said that she is the mother of his child, earlier this month.

On 2nd November, Brookes is said to have run over the woman in his car whilst she was walking through the car park of a gas station.

The woman told authorities that she was the mother of his child, according to a criminal complaint.

Brooks bail fundraiser removed from GoFundMe

The crowdfunding platform, GoFundMe, has removed a fundraiser which was created for Darrell Brooks in an effort to raise the $5 million required for his bail.

The fundraiser was removed from the platform because it violated the GoFundMe terms of service, FOX Business reported.

According to FOX Business a spokesperson for GoFundMe said: "Fundraisers with misuse are very rare, and we take all complaints very seriously. Our team works with law enforcement to report issues and assists them in any investigations they deem necessary.”
