Update: Woman killed in new homeless housing apartment complex in Tri-Cities. 1 arrested

A woman was killed Sunday at the newly opened Catholic Charities housing apartment building in Pasco.

Pasco police confirmed to the Herald that there had been a homicide inside the Bishop Skylstad Commons.

The housing complex, a first of its kind for the Tri-Cities, opened in April at the corner of Lewis Street and 20th Avenue. It has rooms for 60 people struggling with chronic homelessness.

On Monday, Franklin County Coroner Curtis McGary confirmed a woman was found dead about 6:30 a.m. Sunday at the housing unit. An autopsy is scheduled for Wednesday.

The victim was identified as Elisa Ramos, 39.

Pasco police reported Monday afternoon that “due to the scene’s complexity” crime scene technicians with the Washington State Patrol Crime Lab were called in to help with the investigation.

“Evidence was collected at the scene, and a suspect was identified. Later that day, the suspect was located in north Franklin County and taken into custody without incident,” said the Facebook post.

Franklin County jail records show Reymundo Carrillo-Bojorgez, 28, was booked in on suspicion of first-degree murder at 7:30 p.m. Sunday.

It’s unclear if he and Ramos were residents of the complex.

The Tri-City Herald was unable Monday to reach officials with Catholic Charities of Eastern Washington about the death.

The housing complex aims to give people a place to live for as long as they need before they are able to move into other housing in the area.

Residents are offered a host of services including behavioral health, substance use disorder treatment and employment counseling.

They also receive health and wellness classes, adult education and food preparation lessons.

Benton County Human Services helped tenants, based on their needs, to move into the apartments this spring.

Catholic Charities operates several similar housing units across Eastern Washington, including St. Michael’s Haven in Walla Walla and Buder Haven in Spokane.

The organization has more than 2,600 affordable housing units and 600 units in a supportive environment.
