Who won seats, which budgets passed in 2023 Southern Tier NY area school elections

After heading to the polls Tuesday, Southern Tier residents approved the majority of proposed school budgets, purchase of new school buses and other school district propositions, in addition to voting on board of education candidates.

In only one district in the Southern Tier region — Addison Central School District — did voters reject their 2023-24 budget, by a vote of 200-187, according to those results posted so far Wednesday morning.

Statewide, voters approved 98.5% of proposed school district budgets, according to preliminary results compiled by the New York State School Boards Association.

None of the Broome-Tioga BOCES district budgets proposed a tax levy increase above the limit.

Addison Central School District

  • Addison Central School District voters rejected the $35.7 million spending plan Tuesday. The budget, which would have carried a 1.5% tax levy increase, was defeated 200-187. The tax levy increase was within the district’s tax cap.

  • Derek Burrell was elected to a five-year term on the Addison Board of Education.

Alfred-Almond Central School District

  • Alfred-Almond’s 16,513,631 spending plan was approved, 243-65.

  • Voters also approved, by a vote of 251-54, a proposition to purchase one, 66-passenger bus.

  • A proposition supporting the Almond Library and the Alfred Box of Books Library was approved, 242-65.

  • Meaghen Kuhn was elected to a five-year term on the Alfred-Almond Board of Education.

Andover Central School District

  • Voters approved the $10,175,000 budget, 110-35.

  • Approval was also gained to purchase a 65-passenger bus and a seven-passenger van.

  • In the school board races, the winners were Jessica Hutchison and Tashina Seaman.

Arkport Central School District

  • Arkport’s $13,772,047 budget passed by a tally of 139-115.

  • Authorization to enter into a five-year lease for one 66-passenger school bus at a cost not to exceed $160,000 was approved 191-63.

  • Tracie McCarthy was elected to the Arkport Board of Education. McCarthy earned 126 votes, while Timothy Bailey had 114. McCarthy will begin a five-year term on July 1.

Bath Central School District

  • The district’s $43,301,542 spending plan was approved 289-62.

  • Propositions dealing with transportation and the proposed capital project reserve passed by large margins.

  • Brad Laverty was elected to the Bath Board of Education with 310 votes. Laverty won a five-year term.

Binghamton City School District

  • Voters approved a $143,322,872 budget, 556-161.

  • Residents also approved a capital reserve fund proposition, 585-130.

  • For the school board, Carrie Button was elected.

Bradford Central School District

  • Voters approved a $9,768,618 budget, 90-26.

  • Residents also approved a proposal to purchase two new school buses.

  • For the school board, Mallory Elliott and Dan Peterson were elected.

Campbell-Savona Central School District

  • Voters approved a $22,562,647 budget, 326-218.

  • Dale Seeley was elected to a five-year school board term with 297 votes. Becky Peters had 266 votes.

  • A proposition to increase funding for the Dr. Sandor and Berthe Benedek Memorial Library by 3,900 to an annual amount of $64,900 was approved, 294-236.

Canaseraga Central School District

  • Canaseraga voters approved the $8,320,622 spending plan, 38-11.

  • Nichole McIntosh was elected to a five-year term on the board of education.

Canisteo-Greenwood Central School District

  • District voters approved a $28.7 million budget, 137-24.

  • The $127,440 public library proposal also won strong backing, earning approval 120-40.

  • Bus purchases passed 137-24.

  • For the school board, incumbents Mike Nisbet and Mike Lehman retained their seats.

Chenango Forks Central School District

  • Voters approved the proposed $37,506,525 budget, 165-80.

  • For the school board, Brian Aukema won, running unopposed.

Chenango Valley Central School District

  • Voters approved the $45,950,583 budget, 253-62.

  • A bus bond proposition passed, 259-56, and a Fenton Free Library levy proposition passed, 261-54.

  • For the school board, Patrick Doyle and Judith Mitrowicz won 2-year terms.

Corning-Painted Post School District

  • Voters approved the $130,903,114 budget, 998-388.

  • A bus/vehicle proposition passed, 1,017-373, a capital reserve proposition was approved, 1,048-334, and a library proposal passed, 1,023-365.

  • For the school board, James Webb, Janelle Meteer, and A. Boh Ruffin won seats.

Cuba-Rushford Central School District

Cuba-Rushford’s $25.8 million budget for the 2023-24 academic year was approved 213-44 by voters.

  • A proposition to purchase a 77-passenger school bus received voters’ backing, 222-34.

  • David Crowley was reelected to the school board. Crowley defeated Ashley Hunt, 153-96.

Dansville Central School District

  • A $39,554,735 spending plan won voter approval. The tally was 178-64.

  • Voters also approved a school transportation proposition, 171-68.

  • Three people were elected to the Dansville School Board. They are Margaret Foster, Brian Applin and Matthew Crane.

Deposit Central School District

  • Voters approved a $18,638,677 budget, 148-49.

  • Residents also approved a bus proposition, 145-52.

  • For the school board, Julie Martin and John Lanner were elected.

Elmira City School District

  • Voters approved a $147,018,974 budget, 573-175.

  • For the school board, Kellie Lowman, Sara Lattin, and Christopher Denton won seats.

Elmira Heights Central School District

  • Voters approved the $27.88 million budget, 201-57.

  • A bus proposition passed, 202-56, and a proposal to change school board terms to three years passed, 236-20.

  • For the school board, Mikki Yesesky won as a write-in candidate.

Friendship Central School District

  • The district’s $10.9 million budget was approved, 58-17.

  • A proposition to purchase one, 72-passenger school bus was approved, 55-19.

  • Voters also Ok’d a proposition for the Friendship Free Library, 63-12.

Genesee Valley Central School District

The $18,882,018 budget was approved by voters, 192-73.

  • Voters also approved propositions for transportation and support for the Angelica and Belmont libraries.

  • In a six-candidate race for three school board seats, the winners were Michelle Kelley, Timothy Hand and Jamie Willson.

Harpursville Central School District

  • Voters approved a $23,018,438 budget, 106-38.

  • Residents also approved a bus proposition, 111-34.

  • For the school board, Tom Fargo was elected to a three-year term and Bernard Scott to a five-year term.

Hornell City School District

  • Voters approved the $41 million budget, 218-123.

  • Two transportation propositions were also approved. The leasing of two, 66-passenger school buses and one, 28-passenger bus passed, 247-92.

  • Voters also authorized expenditures from the bus reserve fund.

  • A Hornell Public Library proposition, entailing a $361,476 budget, was approved by voters, 230-107.

  • For the school board, Christopher Clark was reelected to a five-year term and Brian May was elected to fill a vacancy. They were the only candidates running.

Horseheads Central School District

  • Voters approved the proposed nearly $93.9 million budget, 1,038-611.

  • A proposition on purchase of school buses passed, 1,130 to 611.

  • For the school board, Warren Conklin, Katrina Ungvarsky, and Erin Schiavone won three-year terms.

Jasper-Troupsburg Central School District

  • The $13,448,128 budget for the 2023-24 academic year was approved by voters, 76-14.

  • Voters also approved the bus lease program, 77-13.

  • Jason Ives was elected to the school board, taking a five-year term.

Johnson City Central School District

  • Voters approved a $68,572,652 budget, 358-177.

  • Residents also approved a bus proposition, 363-195.

  • For the school board, Stephen Barrows, who ran unopposed, was elected.

Maine-Endwell Central School District

  • Voters approved the $68,620,535 budget, 459-125.

  • A bus purchase proposition passed, 474-100, and a repair reserved was approved, 461-113.

  • For the school board, Lindsay Stanton and Kathy Baker were elected.

Newark Valley Central School District

  • The $28.7 million budget was approved, 162-79.

  • Propositions to buy school buses and to authorize spending from the capital reserve fund were also approved.

  • Randall H. Kerr and Susan Watson were both reelected to the school board. They ran unopposed.

Owego-Apalachin Central School District

  • Voters approved a proposed $56,776,269 budget, 851-358.

  • Voters also approved purchase of five new school buses, 893-306, and additional funding for the Apalachin Library, 893-306.

  • For the school board, Michael Aubel, Jessica Silvanic, and Joseph Palladino won seats.

Prattsburgh Central School District

  • Voters in the Prattsburgh Central District approved an $11.4 million budget Tuesday, 158-37.

  • Joe Castrechino racked up 162 votes and earned a five-year term on the school board.

Scio Central School District

  • Voters approved the $11,574,928 spending plan, 64-18.

  • Propositions to purchase one school bus and allot funding for the Scio Memorial Library were both approved.

  • For the Scio Board of Education, Robert Thompson, Melanie Ryan and Adam Wiech were elected.

Susquehanna Valley Central School District

  • Voters approved a $43.3 million budget, 278-65.

  • Voters also approved a bus purchase proposition, 282-62.

  • Incumbent school board members Mary Haskell and Kelly Howe were re-elected to new three-year terms.

Tioga Central School District

  • Voters approved the $21,910,675 budget, 149-25.

  • A proposition to purchase two new busses passed 147-27.

  • Lee Wood and write-in candidate Scot Taylor won school board seats.

Union-Endicott Central School District

  • Voters approved a $99,425,925 budget, 487-187.

  • Residents also approved a bus proposition, 502-169, and a capital reserve fund proposition, 505-166.

  • For the school board, Lou Ferraro and Glenn McIver were elected.

Vestal Central School District

  • Voters approved a $90,122,447 budget, 622-354.

  • Residents also approved a bus purchase, 624-349.

  • For the school board, Joshgua Mertens, Kay Ellis and Lisa Milkovich were elected.

  • The Vestal Library budget also passed, 663-301, and three trustees, Gail Szeliga, Anthony DeFlippo III and Brieanna Moreno, were elected.

Wayland-Cohocton Central School District

  • The $36,468,651 budget was approved, 210-43.

  • In the school board election, Phillip Trautman and David Mastin each won five-year terms.

Wellsville Central School District

  • A $34,486,711 budget for the 2023-24 academic year was approved by voters, 312-118.

  • Propositions for transportation and library support also were approved by wide margins.

  • In the race for two school board seats, newcomer Kathleen Murphy won a three-year term with 264 votes. Incumbent Al Mosher finished second, tallying 247 votes, to earn another three-year term. Incumbent Kristopher Green placed third with 245 votes.

Whitesville Central School District

  • The $6,770,000 budget plan was approved by voters, 55-11.

  • Voters approved the allocation for the Whitesville Library by a 47-18 margin.

  • Incumbents Jane Hall and Monica Acomb both were reelected.

Whitney Point Central School District

  • The $41,367,728 budget was approved, 184-70.

  • Propositions for school vehicles and the capital reserve fund also were passed by voters.

  • In the school board elections, Molly Willis, Thomas Tasber and Thomas McGrath were elected to three-year terms, while Erik Sculley won a one-year term.

Windsor Central School District

  • The district’s $50,305,771 budget for the 2023-24 academic year was approved by voters, 433-193.

  • In the race for two school board seats, Rhea Deyo and Tom Starley were elected.
