About the voting guide

This voter’s guide is a joint venture of the Record-Courier and the League of Women Voters of Kent and Northern Portage County.

The League of Women Voters of Kent and Northern Portage County are non-partisan political organizations that encourage the informed and active participation of citizens in government, work to increase understanding of major public policy issues, and influence public policy through education and advocacy. Membership in the League is open to all citizens of voting age, male or female. The League is funded by members’ dues and contributions from members and non-members. Donations are welcome. The League of Women Voters does not support or oppose any candidate or political party.

There are two parts to this guide:

Part 1: Candidates at the state and local level.

US Senator — Information on candidates will be available at www.VOTE411.org and is provided by the League of Women Voters of Ohio Education Fund.

US Congress — Information on candidates will be available at www.VOTE411.org (subject to change)

Judicial races in Ohio — Judicial Votes Count (www.judicialvotescount.org) invited all judicial candidates in Ohio to participate. Check their website for information.

Ohio State Executive Offices — Information on candidates will be available at www.VOTE411.org and is provided by the League of Women Voters of Ohio Education Fund.

Ohio Senate, Ohio House, and State Central Committee — On March 16, 2022, the Supreme Court of Ohio invalidated the Ohio General Assembly district plan adopted on February 24, 2022. Therefore these races will not appear on the May 3, 2022 Primary Election ballot. (Portage County Board of Elections)

Democratic County Central Committee — All precincts in Portage County had either one candidate or no candidate filed. The candidates were not invited to participate in the voter guide.

Portage County Administrative Offices —The LWV of Kent asked the candidates to provide biographical information and to answer questions. The candidates were invited to participate by entering their responses on the VOTE411 website in accordance with the following guidelines.

Answer: Jobs and the economy are the most pressing issues to Ohioans. As governor, I will create 30,000 jobs every year that pay at least $60,000 per year and do not require a college degree, rebuilding roads and bridges, expanding broadband Wifi access to the entire state and creating advanced manufacturing and renewable energy jobs. Secondly, I will help pay for those jobs by legalizing and taxing adult-use marijuana. Finally, take on inflation by halting the gas tax and providing Ohio middle-class families with a yearly energy dividend funded by energy profits, similar to that of Alaska and North Dakota.

Answer 1: Over the past 40 years, concentrated power in almost every sector of the economy has made it more difficult for American workers, small businesses, and communities to succeed. This concentration has led to increased prices for everything from insulin, gas, and food, as well as lower wages and worse health outcomes. As part of my Opportunity Guarantee Plan, I would push for antitrust reform and better competition policy to address the concentration issue at the federal level to increase innovation, raise wages, lower prices, and ensure small and medium-sized businesses can grow. At one point, Ohio had more high-paying jobs than any state in the country. Today, we have one of the lowest. This is the unacceptable result of decades of manufacturing jobs getting shipped overseas. We need to stop multinational corporations from outsourcing jobs to low-paying, union-busting countries and dodging their taxes, and instead, create secure, high-paying jobs here at home.

Answer 2: I am strongly in favor of efforts to protect our water, air, and land. Protecting the future is one of the greatest challenges of our generation, but it’s also an opportunity – and Ohio can be a leader in getting us there. We must recognize that climate solutions will create well-paying union jobs for Ohioans. We need immediate federal investments to create as many as 600K clean energy jobs over the next 10 years. Wind turbine technicians make, on average, $52K per year, and represent one of the best maintenance and repair jobs in the country. We also must vastly improve our transportation infrastructure so workers have a reliable and safe route to work, while cutting back on emissions. We must create incentives for electric vehicle (EV) ownership and rapidly invest in building out the infrastructure to support those vehicles. And we can invest in making existing housing stock more energy efficient to address the climate crisis while also increasing housing supply.

Answer 1: One aim of my campaign is to highlight the best of the republicans party. To act as an example of how to party and its fundamental ideology can and does align with all types of people. The demographic shift of the nation is inevitable and we, as a party and nation, must accept and adjust course if we want to pursue what is best for our collective national interest.

Answer 2: Climate change is a reality, and it is the chief danger to humankind, not just the United States. The science is unequivocal, and the issue must be confronted now. This danger is not impending, it is present. The totality of humankind has contributed to climate change, and it will take the collective resolve of humankind to combat its acceleration. Energy underpins our modern life and tethers the global together. We consume energy with nearly every daily action we take, and energy is the bedrock of production and economic prosperity. Regardless of climate change, our energy sources (fossil fuels like coal and gas) are finite and will we inevitability run out; hence, the U.S. must look into alternative sources of energy to meet its growing demand and importance. Advancements in Nuclear power have made it a promisingly attractive energy alternative. Nuclear energy is clean and sustainable, and despite its reputation, much safer than the carbon emitting sources we currently employ. To add, innovations in nuclear reactor technology have made future plant construction more time and cost effective.

Answer 1: I am deeply concerned by the polarization of our two parties. I am a hardworking, local Akronite, who understands firsthand the difficulty of living in this district. The average person in the OH-13 makes $10,000 less than the national average. Our district has double the poverty rate of the national average. Inflation from reckless government spending has made us all poorer. By working hard to bring everyone together against this problem, we can find common ground and end division.

As a candidate that actually lives and works here, I have found that most people in our district are more concerned with living their life and achieving their goals than focusing on petty political differences. My team is comprised of individuals with many backgrounds and opinions. Trust comes from people having one-on-one engagement with their elected officials, which is why I have attended hundreds of events across the district, and me and my team have knocked on more than ten thousand doors.

Answer 2: The phrasing of this question is potentially ambiguous and could relate to National Defense or Environmental Conservation. I will address both issues briefly.

Regarding National Defense- protecting our nation is one of the Federal Government’s most important functions. When elected to office, I will be responsible for ensuring our military is properly equipped and potentially deciding issues relating to war. These decisions will affect our nation’s position on the world stage for years to come. We must support the men and women serving in our military. More importantly, we must support our veterans after their service. Regarding Environmental Conservation- our nation has been blessed with an abundance of natural resources. We must protect what we have, for ourselves, and future generations. Our nation needs common sense environmental policies that reasonably advocate for superior technology, while pushing for changes that are achievable in a reasonable timeline. We need energy independence, so that our nation’s security is not reliant on the whims of foreign parties. Answer 1: My first priority will always be to defend innocent life, beginning at conception. As a member of Congress, I will do everything I can to ensure that the rights of the unborn are protected by federal law, particularly in the event Roe v. Wade is overturned. 2.) Answer 1: The single most important policy issue facing the federal government is economic inequity. Our country is predominantly funded off of the backs of middle-class Americans who shoulder the bulk of the tax burden. We must completely overhaul our tax code to make it fair for all. The wealthiest individuals in this country have gained their wealth from the rest of us, and therefore it is not unreasonable to ask them to pay their fair share. The federal government levies taxes to provide for all Americans, ensuring everyone has a fair shot at pursuing their version of the American dream. In addition to fixing our tax code, we must pass legislation that protects citizens from exploitation by large corporations. We must also pass legislation that holds large corporations accountable and ensures they aren’t receiving an unfair advantage that prevents competition.

Answer 2: The air we breathe, and the water we drink are precious resources we must protect at all costs. Without these resources, there is no life on our planet. I will fiercely pursue legislation that protects these resources. I will also sponsor and co-sponsor legislation that thrusts the United States to center stage as a role model for combating climate change. Answer 1: I have served as Portage Co. Treasurer since 2015, and in that role I have sought to be an innovative, transparent steward of our tax dollars. That includes modernizing our service delivery to incorporate new technologies, utilizing social media and the web to share information about our office's operations directly with residents, and creating new programs to address unmet needs (including our award-winning and first-of-its-kind Financial Wellness Fair). I have also worked to systematize our office's processes to make them fairer and easier to understand. As Treasurer, I also have a unique perspective on the operations of the Auditor's Office based on our daily interactions, and have some ideas for how we might grow our capacity to assist our residents and communities. I have a track record of delivering positive change and strong, friendly service, and I am ready to bring that approach to bear in the Auditor's Office.

Answer 2: Our current Auditor has a well-earned reputation for customer service and strong audit and accounting performance, and I will do everything in my power to preserve and enhance that reputation. That will include utilizing technology to meet residents where they are with information about office operations, regular outreach on social media and in-person, and livestreaming as many of our meetings as possible so residents get information straight from the source. I also want to analyze our reporting tools, and look for additional ways to make them easy to understand and citizen-centric. I believe the Auditor should be a collaborative leader, and will work to build partnerships with other county officials to improve services and standardize best practices. We should expect fairness and transparency from our public servants, too, and for that reason I want to review our assessment practices and regularly share more with the public about how that process works and why valuations vary.

Answer 2: There is too much paper in the current operation. That would all be converted to electronic documents that would be managed by a workflow system. To much of the current operation relies on personal knowledge. I would ensure that it all becomes institutional knowledge for added reliability and to provide growth opportunities for the auditor's employees.

The staff have all been very knowledgeable and helpful in providing information to the township level as needed. I believe the staff exceeds expectations. However, all offices have room for improvement and with my background and work ethic, I would work to increase the efficiency, communication and transparency, as needed. I would bring fresh ideas, positivity, and an array of knowledge obtained through education and work experience to seek areas that are lacking and needs improvement and make the necessary changes to better serve the constituents of Portage County.

As a councilman I chaired the Police & Fire Safety Committee, Parks and Recreation Committee and the Zoning Committee. I have a business degree from Walsh University. I have both led and participated in many different teams at my current full time job at Goodyear as well as my military career.

Answer 2: First and foremost, we must acknowledge that climate change is real. Portage County can (and should) be a model for dealing with the reality of the climate crisis at the local level. Fortunately, we are blessed with many environmental groups that have worked on this issue for decades. With additional support and partnership from the county, we could make greater strides to protect our environment. We should work directly with our local groups to develop a set of recommendations to achieve net-zero emissions for county operations by 2040. We should set goals to reduce our carbon footprint locally, all while saving taxpayer dollars. And we should make clear our commitment to environmental justice by launching programs that reduce the use of dangerous chemicals by pivoting to environmentally friendly purchasing for county operations (i.e.no phosphorus fertilizer or hazardous materials on county properties).

Answer 1: I am unmatched in my experience with the county. Even before completing my degree at Kent State University, I began working for Portage County and have now been employed there for 34 years. As a Juvenile Probation Officer, Adult Probation Officer and as an Investigator for the Prosecutor's Office, I have worked diligently to foster trusting relationships with citizens in the community. Because of my experience in law enforcement I am strongly driven by ethics. I am committed to treating every person, issue, and idea with deliberation and respect. I am an excellent listener, able to remain calm and prevent situations from escalating.

Answer 2: It is critical for all of us to protect our water, air and land. We need to invest in electric vehicles, provide more charging stations and examine the tax placed on hybrid and electric vehicle owners. Residents need a safe way to dispose of hazardous wastes such as paint, tires and batteries. Incentivise community groups to clean up vacant property. Look for grants to help rural communities upgrade septic systems.
