Youngsville interim police chief addresses departments lawsuit settlement

YOUNGSVILLE, La. (KLFY) — Youngsville Interim Police Chief Cody Louviere responds to an excessive use of force lawsuit settled out of court.

The lawsuit filed against the alleged acts of an officer was filed while Rickey Boudreaux was the city’s police chief.

The accusation is that former Officer Eric Segura punched a man in the face 17 times and kneeled on the man’s neck.

According to court documents, the lawsuit filed in federal court explains an incident that occurred August 2022.

A man out of Texas said he was sitting on the ground because his truck wouldn’t operate. In the complaint the man mentioned Officer Segura and other officers began to detain him.

“We have laws that govern us like citizens do. We have to make sure we do our part to make sure we are not violating anybody’s rights or going into any excessive force realms,” Chief Louviere said.

The filed complaint statement states the officers’ body cameras were able to capture the entire event.

“One of them left prior to my administration and the other one who was directly involved in this is no longer with us. He was actually terminated under my tenure,” Louviere stated.

Louviere says he’s going to hold people accountable for their actions.

“I don’t believe in micro-managing my people, but I do believe we are held to a higher standard,” Louviere explained. “I’m going to make sure that myself and everybody who works with me and under me will be held to those standards and we hold ourselves to that for the public.”
