Ukrainian President Volodymyr Zelensky attended a flag-raising ceremony in Izyum in Kharkiv Oblast on Wednesday, September 14, after he said on Sunday that the city had been recaptured by Ukraine.

Video released by Zelensky shows the ceremony in a damaged Izyum.
