Zelenskyy announces full review of medical exemptions from mobilization

After a meeting of Ukraine’s National Security and Defense Council (NSDC), President Volodymyr Zelenskyy ordered a full review of all mobilization exemptions granted by Military Medical Commissions (MMCs) since Feb. 24, 2022, Zelenskyy said in a Telegram post on Aug. 30.

Zelenskyy informed that the meeting included representatives from the Ministry of Internal Affairs, Ukraine’s SBU security service, the State Bureau of Investigations, the military, the Healthcare Ministry, human rights representatives, and the Prosecutor General.

Following the meeting, the president gave orders for a comprehensive review of the validity of all MMC decisions on disability and unfitness for military service. Some of these decisions, passed since Feb. 24, 2022, may have been made fraudulently, in exchange for bribes.

The review will help identify those who may have fled the country based on fraudulent rulings by the MMCs after general mobilization was declared in Ukraine.

He also directed that efforts be increased to expand opportunities for undergoing MMC assessments at civilian medical facilities.

“In all regions of Ukraine, the full expansion of the MMC's work to civilian medical establishments must be ensured; the military command must fully cooperate with civilian doctors to address this issue,” he said.

Zelenskyy further added that it is necessary to complete the full digitization of all MMC's operations. This would help eliminate lengthy queues that force people to wait for access to MMC's assessments or conclusions.

It is also proposed to review the system of determining fitness for military service to provide commanders with more opportunities to involve servicemen in assignments, and to prevent any abuse of the concept of “limited fitness” for service.

The Cabinet of Ministers is tasked with ensuring the efficiency of the MMC's work, the accessibility of all its components, and the recruitment of professional personnel.

Law enforcement will continue to inspect the MMC system and expose who abuse their position by accepting bribes in exchange of fraudulently exempting eligible citizens from conscription or mobilization, Zelenskyy emphasized.
