Zelenskyy signs law on demobilization of conscripts

President Volodymyr Zelenskyy signed a law allowing conscripts whose term of service expired during martial law and was extended beyond the established terms to be discharged from military service into the reserve, the Verkhovna Rada website reported on Feb. 26.

The deferral from mobilization for such servicemen will be 12 months. Now Zelenskyy has to sign the relevant decree.

On Feb. 23, members of the Verkhovna Rada supported the President's bill on the demobilization of conscripts as a whole. A total of 318 MPs voted in favor.

On Feb. 22, President Volodymyr Zelenskyy submitted the bill to parliament. It proposes to regulate the possibility of discharging servicemen who have completed the prescribed period of military service during martial law in Ukraine.

On Jan. 8, the Verkhovna Rada's Social Policy Committee unanimously decided to recommend that the Defense Committee finalize the draft law on mobilization submitted by the government. The Anti-Corruption Committee found risks in the document. As a result, after a meeting with the Minister of Defense and the leadership of the Armed Forces, the document was returned to the government for revision.

On Jan. 30, the government registered a new version of the draft law in the Verkhovna Rada. It proposes, among other things, to introduce summonses through the conscript's electronic office. Other innovations include lowering the conscription age to 25, setting the time limit for demobilization at 36 months, introducing voluntary mobilization for convicts, restrictions on evaders, and banning civil service without military training.

On Feb. 7, members of the Verkhovna Rada supported the bill in the first reading. It will be amended before the second reading.
