Details: Zelenskyy said that "significantly fewer" rolling blackouts took place in Ukraine on Saturday, 29 October.

He assured the Ukrainian people that the government was doing everything within its power to ensure that blackouts were as predictable as possible to allow people to plan their days.

Quote from Zelenskyy: "Special thanks to those who worked and are working to restore power supply to the city of Uman and the Uman district in Cherkasy Oblast, which experienced a critical situation after one of the Russian strikes. As of now, the technical possibility of supplying power to the Uman district has been restored.

The situation in Kyiv Oblast is similar: it was critical, but we are now changing it for the better."

More details: President Zelenskyy underscored that "the return of the technical possibility of supply does not mean that the energy shortage in the system has been overcome."

"Russian terror continues. It is very cruel. Sometimes Russia carries out repeated attacks on the same site just as repairs begin, while restoration work is in progress. Unfortunately, we have casualties among repair crews and employees of energy companies," he added.

Zelenskyy additionally reported that "more than 40 Iranian-made attack drones, a large number of Russian missiles, six of the occupiers’ attack helicopters, and several of their aircraft" have been shot down between last Saturday, 22 October, and today, 29 October.

Background:

  • The government has introduced rolling blackouts in Kyiv and all of Ukraine’s oblasts following Russia’s attacks on Ukraine’s energy system. Street lights have been turned off in Kyiv and the number of electric-powered public transport in circulation has been limited.

  • The Russian army carried out a series of new attacks on Ukraine’s energy infrastructure on the night of 26–27 October, damaging critical equipment. Strict restrictions on the use of power have been introduced in central Ukraine as a result.

  • Power supply in Kyiv Oblast remained significantly disrupted on 28 October, and it was too early to talk about any serious improvements.
