    Napolitano defends ICE immigration memo

    Napolitano: APDepartment of Homeland Security Secretary Janet Napolitano rebuffed accusations from Republican senators today that the Obama administration is attempting to bypass Congress to secretly allow young illegal immigrants to stay in the country.

    Republican Sen. Chuck Grassley of Iowa asked Napolitano if President Obama was attempting to implement "mass amnesty" administratively, by staying deportations for certain classes of illegal immigrants.

    "There is no mass amnesty here," Napolitano said.

    Napolitano testified before the Senate Judiciary committee to push for the passage of the Dream Act, a 10-year-old bill that would allow young people who were brought into the country by their parents as children to become citizens if they join the military or go to college. The bill passed the House but died in the Senate last December.

    Grassley and GOP Texas Sen. John Cornyn questioned Napolitano closely over a new memo released by ICE chief John Morton, which emphasizes that the government's priority is to deport dangerous criminals. The memo also tells ICE agents to take "particular care and consideration" when illegal immigrants are veterans, elderly, ill, have been in the country for a long time, or are victims of crimes. Immigration experts say the memo just re-states ICE's previously articulated priorities, but immigration hawks and ICE's union leaders have derided the memo as "backdoor amnesty."

    "I think he could not be more wrong." Napolitano said of union leader Chris Crane who criticized ICE's policies as amnesty.

    "And I don't know where he gets his information, but the enforcement record of this administration is unparalleled. We have enforced the law. We have improved the removal of criminal aliens, and we have removed more people from the country and we've been criticized for that. But it's our belief that enforcement of immigration law is very important."

    The Obama administration deported a record-breaking 392,000 illegal immigrants in fiscal year 2010, half of them with no criminal records. (Over-staying a visa is considered a civil offense, while crossing the border into the United States without papers is a misdemeanor crime.)

    Napolitano also said that ICE is working on developing a system to "allow us to identify as early as possible people who are caught up in the removal system who in the end do not fit our removal priorities." A Department of Homeland Security official told The Lookout Napolitano is referring to their efforts to create a "a streamlined process to identify individuals who have been entered into removal proceedings and do not match ICE's removal priorities." It would help ICE focus on removing "criminal aliens, repeat immigration violators, fugitives and recent illegal border crossers," the official said.

    Dr. Clifford Stanley, the Department of Defense's under secretary of personnel readiness, also testified at the hearing that the military strongly supports the Dream Act. He said 25,000 non-citizens serve in uniform, and that allowing more young immigrants to join the military would open up recruiting opportunities for the armed services.

    Last week, Pulitzer-prize winning journalist Jose Vargas revealed in the New York Times that he's been living in the United State for nearly 20 years as an illegal immigrant, after he was sent to the United States by his mother as a child. He is now advocating for the Dream Act and immigration reform.

      Why:

      - should they be allowed to cut in line when my family and I immigrated here legally from Asia?
      - why do they leach off our public services and destroy our healthcare system?
      - aren't they willing to learn English and assimilate into the local society like everyone else?
      - is it after a Soccer game they feel inclined to riot in Los Angeles and damage private property while waving the Mexican flag.
      - is 9 out of 10 DUI hit and run murderers and high speed chase drivers in Los Angeles are hispanic?
      - does every government entity informational material have to published in English and Spanish?
      - DO I ALWAYS HAVE TO PUSH #2 FOR ENGLISH WHEN I CALL CUSTOMER SERVICE????

      I welcome all legal immigrants with open arms and gladly pay my taxes in support of a governmental system that offer a hand up and not a hand out. My family took advantage of such a system years ago. We now have a family of 10 adult siblings whom are educated, have great careers, and are daily contributors to the betterment of this great nation of ours. I am not in any way insinuating that illegal immigrants do not contribute to our society. It just makes me wonder when one of the first things you do on America soil is break it's laws by illegally crossing it's borders.

        Awesome post!

        The reason nothing is done, is because of money.

        It costs too much to weed them out and the process of deportation is expensive as well. Don't get me wrong, you guys do deport people, but for everyone one that you deport 10 come back. That's the real problem.

        Enact tougher laws, and you risk breaking human rights laws *which you do break plenty of anyway though. (I'm not interested in expanding the subject though).

        The solution?

        STOP WASTING TRILLIONS ON THE WARS, AND SPEND IT IN THE USA.

      U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) are the two US enforcement agencies and both have been Federally mismanaged for decades. Police can do nothing to detain an illegal even if suspected of a minor crime. When police do nothing criminals become bold. How effeminate and obsessed with "human rights" we stupid gringos are!       I am a naturalized citizen of the US, originally from the UK. I entered and stayed in the country legally and then became a citizen legally.I have emmersed myself into the American culture. I do not refer to myself as "English-American". I do not fly the Union Jack (how offensive is that given I have been welcomed here?)....one exception to this was before I was a citizen: I put up a Union flag next to the Stars and Stripes on 9/12/2001 to show support. I do not expect Americans to spell donut 'doughnut'; I'm ok with using American English. As an immigrant, I can totally understand why some many want to come here but it must be done legally and those that aspire to citzenship should get in line like I had to.

      We are broke. NO money should be going to people here illegally for ANYTHING. Any medical treatment, education, and deportation costs should be deducted off that illegals home country foreign aid when they are DEPORTED for being here illegally. They are not US citizens, so they should not have our rights.

      How did 25000 non citizens end up in uniform if the laws are working. I was born and raised in the US but to renew my driver's license I have to show identification. A friend of mine who recently retired (she is native born) had to show a birth certificate before she was deemed eligible for retirement benefits. What documentation are the armed forces requiring--or do they take just anyone who wants to join

      When I see ICE rounding up illegals who are flaunting their illegallity (marching, protesting, standing in front of Home Depot, etc), then I will believe Napolitano. How can we believe the Obama administration is really going after illegals when they sue Arizona and other states that try to enforce illegal immigration laws? And remember, Napolitano said recently that the border is secured!

      She can say what she wants as long as she wants but the truth is:
      Illegals openly sell fruit and flowers on street corners without a vendor's liscense while legal flower shops and fruit stands close their doors.
      Illegals are becoming pushy about soliciting emplayment in Lowe's and Home Depot parking lots and law enforcement does nothing while our carpenters, painters, plumbers, laborers are forced to accept lower wages or go hungry.
