Green Bay City Council elections draw 28 candidates for 12 seats. Here's who's running
GREEN BAY - Nine of the 12 Green Bay City Council seats will be contested in the April 2 general election.
A total of 28 candidates — nine incumbents and 19 challengers — filed nomination papers by the 5 p.m. Tuesday deadline in order to appear on the ballot, Green Bay City Clerk Celestine Jeffreys confirmed.
Voters in four districts also will cast ballots in a Feb. 20 primary election to narrow the field of candidates from three or more candidates to two.
Here's a look at who's running for each of the City Council's 12 districts, the districts where the number of candidates registered will trigger a Feb. 20 primary election, and key dates from now until the April 2 general election.
District 1
Candidates: Incumbent Jennifer Grant and former City Council member Barbara Dorff
Where in Green Bay: The northeastern parts of Green Bay, including UW-Green Bay.
Will there be a primary election? No.

District 2
Candidates: Incumbent Jim Hutchison and former City Council member Andy Nicholson
Where in Green Bay: East Green Bay neighborhoods along Interstate 43.
Will there be a primary election?: No.
District 3
Candidates: Incumbent William Morgan
Where in Green Bay: East side, along Main Street.
Will there be a primary election?: No.
District 4
Candidates: Incumbent William Galvin, Jon Shelton, Douglas Yates and Dane Lasecki
Where in Green Bay: Astor Park, Joannes Park and Navarino areas of the near east side
Will there be a primary election?: Yes

Candidates: Incumbent Craig Stevens and Robert Maccaux
Where in Green Bay: North and south of Deckner Avenue from the East River to I-43
Will there be a primary election?: No.
District 6
Candidates: Incumbent Steve Campbell, Joey Prestley and Paul Boucher.
Where in Green Bay: University Avenue north to Bay Beach.
Will there be a primary election?: Yes
District 7
Candidates: Adrian Liddicoat and Alyssa Proffitt. Incumbent Randy Scannell did not seek reelection.
Where in Green Bay: Northern parts of Downtown Green Bay and the Broadway district
Will there be a primary election?: No.
District 8
Candidates: Incumbent Chris Wery and Jim Ridderbush
Where in Green Bay: West side from Shawano Avenue to Lambeau Field.
Will there be a primary election?: No.
District 9
Candidates: Incumbent Brian Johnson and Tarl Knight.
Where in Green Bay: Downtown Green Bay and the near west side, from Dousman Street south to Lombardi Avenue.
Will there be a primary election?: No
District 10
Candidates: Jeff Osborne, Ben Delie and Eric Kuzma. Incumbent Mark Steuer did not seek reelection.
Where in Green Bay: Northwest Green Bay, from West High to Taylor Street and from Shawano Avenue to the Bay of Green Bay
Will there be a primary election?: Yes.
District 11
Candidates: Incumbent Melinda Eck, Michael Poradek and Christina Thor
Where in Green Bay: West side from Military Avenue to Packerland Drive, north of Lombardi Avenue
Will there be a primary election?: Yes
District 12
Candidates: Bobby Lindsey and Kathy Hinkfuss. Incumbent Jesse Brunette did not seek reelection.
Where in Green Bay: West of Packerland Drive from State 29 south to State 172
Will there be a primary election?: No.
Is Green Bay Mayor Eric Genrich up for election this spring?

Jan. 9: Ballot placement lottery.
Jan. 16: Campaign finance report for period from July to December 2023 due.
Feb. 12: Spring pre-primary campaign finance report due.
Feb. 20: Spring primary election (if needed)
March 13: Last day for voters to register online or by mail.
March 25: Spring pre-election campaign finance reports due.
March 29: Last day to register to vote in the clerk's office.
April 2: Spring general election. Voters can register to vote at their polling location on election day.
