"I'm the commander of America's national network of militias, which you may know of as Mohn's militia," he said.

"...  I ask America's police, state, National Guard, and military veterans to join your countrymen against the traders and the federal government," Mohn said in th video.

Hours later he was found inside the installation armed, officials said.

The Fort Indiantown Gap Police Department was contacted by Bucks County authorities Tuesday night, alerting them that they had pinged Mohn's cellphone in the area. Angela Watson, communications director for the Pennsylvania Department of Military and Veterans Affairs, said officers found his vehicle outside one of the fences.

"We were contacted again with another ping on his cellphone that was inside the installation," she said. "He had jumped one of the fences and was apprehended on foot here at the installation without incident."
